This page contains download information and links for tIRC, our collection of scripts for mIRC users to enable blind and visually impaired users to effectively use IRC.
Note - When you download and install TalkingIRC, you will come across references to the Freedom Chat Network. This is because the transition from the Freedom Chat name to TalkingIRC took place after the last release of tIRC; thus, the tIRC code has not been updated yet to reflect this change. When the program states that you may use /fcc to connect to the Freedom Chat Network, please disregard this and use the command /server irc.talkingirc.net instead. A minor release is planned to address this issue.

A problem exists for Windows Vista users with UAC enabled where tIRC cannot interface to the Window-Eyes API unless mIRC is run with administrator privileges. This may work well for home users but could pose a problem in restricted environments. Today, however, GW Micro has released a patched GWSpeak.dll file which is the library that handles WE API functions. mIRC
The first step in configuring tIRC is to install the mIRC program. To download this program, please visit the mIRC web site. For those of you who are new to IRC, we recommend reading the documents included with the mIRC program.
Please Note - mIRC was not written by the tIRC team! tIRC is a plug-in developed by the tIRC team to make mIRC accessible. Please visit the mIRC web site for more information specific to mIRC.
Microsoft Agent components
Since tIRC is now able to interface to the two most popular screen readers (JFW and Window-Eyes) this feature of tIRC is now depricated. For those of you who require speech access to mIRC but do not own a copy of JFW or Window-Eyes, or who still choose to use Agent for any other reason, we are still here for you. Although we do not support Microsoft Agent anymore, we hope that this section will help some people. If there is any great difficulty gaining access to tIRC, please contact us via Email and we will try to assist you. Again, please treat this section as old and out-of-date.
You must download and install the following components, in this order:
- Microsoft Agent Core Components (392KB). This is a mandatory installation for all Agent-supported applications, including tIRC. None of the other components or programs on this page can be installed before this. After completion, run the file and accept the licence agreement. The components will be installed.
- Microsoft Speech API 4.0 Components (825KB). The Microsoft Speech API gives Microsoft Agent access to software speech synthesizers designed for use with Agent. This is required for tIRC to be able to speak.
- Speech Control Panel Component (928KB). This is another part of the Speech API. It is not necessarily mandatory but since it is part of the package we highly recommend you download and install it. We will not provide any support for people who skip this package.
- Lernout & Hauspie TruVoice American English TTS Engine (998KB). This is the TruVoice software speech engine, by Lernout and Hauspie. Unfortunately, we cannot provide a copy of the generally more-preferred Eloquence speech synthesizer due to copyright restrictions. However if you have an application that has installed the SAPI4 version of Eloquence, it will be possible to use Eloquence with Microsoft Agent for tIRC.
- Microsoft Merlin Agent Character (1,830KB). You must download a Microsoft Agent character to use TruVoice. We only support Merlin; thus, that is all that is available here.
Please note - If you wish to use the Eloquence characters included with tIRC, it is not necessary to download any Agent characters.
